With one month remaining in the summer transfer window, Premier League leaders have taken markedly different approaches as they reshape squads for the 2026-27 season, according to the report. The review examines completed business and the strategic thinking behind it.

Arsenal have held firm on player valuations this summer, a stance that has resulted in limited incoming and outgoing activity, the report says. Piero Hincapié’s loan was made permanent, and Leandro Trossard (31) was replaced by Christos Tzolis (24) as a depth forward. Targets such as Morgan Rogers, Ezri Konsa, Bruno Guimarães and Bradley Barcola have been on Arsenal’s wishlist, but Rogers moved to Chelsea and there has been little progress on the others.

Aston Villa have been forced into a near one-for-one replacement policy after a disruptive summer, according to the report. The club has lost at least four regular starters: Rogers to Chelsea, Youri Tielemans to Manchester United, Lucas Digne is set to join Paris Saint-Germain, and Amadou Onana suffered an ACL tear at the 2026 World Cup. Chelsea’s £117 million fee for Rogers eased Villa’s UEFA settlement-related financial pressure but did not restore full transfer flexibility. Johan Manzambi has been brought in to replace Rogers, João Gomes arrived from Wolverhampton Wanderers to fill midfield duties, Alejandro Garnacho has been deployed as a wing option, and Pervis Estúpiñan of AC Milan is the primary target for left back.

Chelsea are operating under a UEFA settlement that limits losses yet have spent heavily, the report notes. The club paid £117 million for Rogers, a move described as a major statement, and paired that signing with the high-profile appointment of Xabi Alonso as manager. Chelsea’s approach has relied on confidence that player sales will help balance the books while reshaping the squad.

The report shows a spectrum of strategies among the top clubs: Arsenal’s price discipline, Villa’s like-for-like replacements amid forced departures, and Chelsea’s aggressive investment tied to a new managerial era. Each club’s method reflects differing constraints and priorities as the window nears its close.
